What exactly isn't working for you?
In the meantime, here's something you can try: Try to start both PLITCH and Steam with explicit administrator rights. To do this, right-click on the desktop icons and select "run as administrator". Then launch the game via the "PLAY" button in PLITCH and activate all of the cheats after fully loading in your savegame.
