Add HQ tokens not working

During some basic play testing, the below did not work:
"Add HQ Tokens"
"Unlimited Unit Movement"
However, "Unlimited Unit Actions" definitely works.
I did not test other cheats such as "Unlimited Skirmish Turns" or "Easy Kills".
I ran Plitch as Administrator, successfully ran "Prepare" at the main game menu and launched the game from Plitch.
Could you please reseach if the cheats work on your end?
Game version: 1.1.33 (Steam)
OS version: Windows 11 Pro, 21H1, Build 22000.832
