can't active units, resources, and luxury goods

The skills and constructions cheats work, but the rest do not. I am playing on steam, ironman mode enabled, and I have no mods installed. When I try to active the cheats that don't work it won't click or make any sort of reaction to me trying to activate them.

Did you gain some resources before activating the cheats?
Did you make sure to select the steam version in the trainer?

I'm experiencing the same issue, and i made sure to wait until i had gained resources first and had the correct version selected

Are you playing via steam or msstore?
Are you using mods?
Does the versionnumber ingame matches the one in the trainer? [LEM 3.1.2 (6DF7)]

Stellaris has been updated with a new version, to make the cheat work properly you need to downgrade it to the lem version (as the client says) or wait until it's patched. I hope they patch it soon, since without it new content linke the acuatic races (that I bought) it's not available
