have you paid attention to the red hint?
"For all value changes of items, weight, skill points you have to open and close the menu once. XP is only credited when you earn it normally from the game."
That means you have to open and close the menu in game before you use the cheats.
Furthermore, in order to use the cheats you need to first activate the "prepare" by pressing NUM0 (standard hotkey). Once it is activated it will be lit up. Did it light up for you?
If it hasn't lit up you should try running the game and PLITCH as administrator.
If it did light up you can just change the values of the cheats for ITEMS and press the hotkeys to activate the cheats you want.
