Cheats not activating

I've tried clearing the PDB bin, deleted the entire megadev folder, reinstalled, run as admin, run steam as admin. Randomly, one of the cheats will activate, after mashing the keys for a while. I've only managed to get both activated at the same time once. App is running incredibly slow as well, but it's always been like that, and haven't really had problems this bad with other games. Any thoughts?

Have you checked your gamefiles for errors?
Did you activate the cheats after loading into a mission?

I haven't checked my game files, but I have tried activating in mission, in the starting room before loading the mission, and in the main menu.

I should also mention, I'm on the correct version, and all of the buttons are lit up. I tested again just now, and after spamming Num 1 for probably 15 seconds, it activated, but then switching to Num 0, I tried for probably a good 45 seconds, and nothing.

THE ONLY TIME IVE HAD THAT ISSUE IS WHEN TRYING TO ACTIVATE IN MULTIPLAYER
