Fast recruit + research not working

I have tried multiple matches against AI and in campaign and so far the Fast recruit + research is not working everytime I have tried to use it. Not sure if I am doing something wrong or it just doesn't register right.

Nevermind. Apparently it takes time to activate even after you activate the cheat.
