Instant build not working for starbases

Instant build seems to be bugged with the new overlord update. I believe it has something to do with orbital stations now acting similar to space stations in the manner. 

It's an isolated bug, effecting on stations atm, I'll update if anything else is effected but all seems to be working but IB on space stations and orbital rings. 

I haven't noticed anyone posting similar issues so I'll leave this here for anyone who has similar problems and/or wishes to share additional feedback on this problem if its just me who is experiencing this?

There was no code for "Fast build" on starbases.
We added a new code for that today.

@team a new patch version just happened for stellaris, mega-structures cheat isn't activating.
