Massive troop experience not working

yes i'm using mods but i don't think that is an issue. I always played with the same mods i'm currently using in previous versions and this never happened.  As i said in the previous comment, if i scrolled the plitch version to 1.7.0 the massive troop xp will work on version 1.7.1 of the game but in that case the 'prepare' button won't work (i'm assuming b/c version incompatibility).

so bascially it goes like this (note game is v1.7.1):

1.7.1 plitch - everything works except massive troop xp.
1.7.0 plitch - massive troop xp and all other cheats that don't require 'prepare' works properly but the prepare button cannot be triggered (even after opening all the menu on the bottom left screen of the game).

oh ! Does that mean i have to enter battle first before the cheat activates? 
And based on the image shown, not all troops got upgraded it looks kinda like when you play it without the cheat. In previous versions once the cheat is triggered and you open the party menu all troops are immediately upgraded. I mean i just tried the 1.7.0 and it just did that.

Without the cheat our troop got 27 xp and with the cheat activated the troop got 470 xp 🤔
