I'm afraid I don't quite know what you mean.
You can check out the cheats when you look up the game on PLITCH or in the client.

If there is no cheat that helps you with the "Scouting Budget" then you can request one through our ticket system. Please describe what you'd like to have created and include a safe file from the game so we can check out what you mean exactly. Thank you.
