Hey lord_estros,
do you start PLITCH and Steam as an administrator? To do this, select the desktop icon with the right mouse button and select "Run as administrator". It is not enough to be the admin user set on the computer.
Please make also sure that you try to activate the prepare cheat when you loaded the game, not in the main menu.
