Problem activating prepare for vault

I cannot activate the prepare for vault in order to have the cheats of the complete game, the other cheats like "Dweller godmode and Dweller max stats" work as well as one kill for the quests without the preparation option we can not have access to the resource. pleas help me

Hey! Fallout Shelter is a dynamic memory game as noted in the trainer hint that pops up when you open the trainer in PLITCH, this means it could take some time for the Prepare cheat to become usable. Please try activating the Prepare cheat only after you've entered the game and some time has passed in-game. 

If it still does not work, please try restarting your game once and activating the cheat again. Could you please check if you're able to use the cheat this way?
