bug?
The game launches when I start it via PLITCH,
but none of the cheats work at all.
I can't even get them ready—am I missing something?

Please try to start both PLITCH and Steam with explicit administrator rights. To do this, right-click on the desktop icons and select "run as administrator". Then launch the game via the "PLAY" button in PLITCH and activate all of the cheats after fully loading in your savegame.
Can you activate the "Prepare" cheat?
