Is it possible to create a cheat to stop time for a time-limited order?

I did not encounter a time limited order yet. At what reputation level do they appear?

We receive time-limited orders from people who are pretty early on. I come with a ☆1 or 2. It's hard because it's almost time-limited...💦

Maybe it'll come out after you play for a while.
