Please try following:
activate the "Prepare" cheat before loading a savegame of your choice. After you arrived in-game, open the rocket menu. You can now manipulate your fundings and the cargo capacity of your rockets at will.
Here is a tranlsated version which may help you:
Por favor, tente o seguinte:
ativar o cheat "Preparar" antes de carregar um savegame à tua escolha. Depois de entrares no jogo, abre o menu do foguetão. Agora podes manipular os teus fundos e a capacidade de carga dos teus foguetões à vontade.
