Hi ArtunDincer,
please try to run both PLITCH and Steam as an administrator. Please make sure that your firewall isn't blocking PLITCH. The best way to ensure this is to set an exception for PLITCH.
Please also make sure that you activate the prepare cheat after you have loaded in your savegame.
