Hey ozata,
thank you for reporting the issue. Please be sure to run PLITCH and Steam as an administrator. Right-click on the desktop icons and select "Run as administrator". Next, launch the game via the "PLAY" button in PLITCH, load your singleplayer save file and try to activate the Prepare.
