Sometimes the game cannot be modified. Even if you follow the correct steps, you still can't change morale and prestige. It's great that the money isn't locked but increases instead. Sometimes I just want a little bit of resources to get through the early stage.

thank you for reporting the issue. Please try to launch both PLITCH and Steam as administrator. You can do this by right-clicking the desktop icons and selecting "run as administrator". After that launch the game via the "PLAY" button in PLITCH, load in your savegame and try to activate the Prepare after ending your current turn.
