please start PLITCH and Steam as admin. To do this, select the desktop icon with the right mouse button and select "Run as administrator". It is not enough to be the admin user on the computer. 

Please try to set Steam offline. To do this, open your Steam library and click on "steam" in the top left corner. There you can then "Go offline ...".

Now start the game using PLITCH with the green "PLAY" button. The button should now change color and display "QUIT".
