the game didn't receive an update recently and the PLITCH version is still up to date.
The perk and attribute points work a little bit different. Please try following: Open the character menu (normally with "C") and select a specific character. Leave the character menu with "ESC" and press "ESC" again in order to pause the game. Now you can activate the cheats. Then go to the character menu again and spend at least one point and confirm the operation.
This way the values can update.
To increase the XP it is also recommended to gain and spend a little bit XP before and after you activate the cheat.
