Add talent/tech points?

Sorry to ask this, i was curious on this since i heard theres a level 99 cap. and up to level 40 are talent points obtained, which really limits me 48 out of the 240 talents possible. and without a respec system i dont like it. 

Could it be possible to get talent/tech point cheats?

im fine with this, was just more of a question of curiosity then a request. still is kinda a request but i wanted to ask if it is at all possible, i can be patient, i still got a few levels and such to decide what i wanna do with my last 9 talent points
