Adding command points and attacks per turn

When adding 100 command points they appear in income but after End turn income resets yo original.
Only ships can attack unlimited times per turn, airplanes only once. In Fight for Freedom planes can attack multiple times per turn. This is in Pearl Harbor mission. Will try in next mission how it works with ground units.

Did you activate the prepare after loading into your savegame?
Are you using mods?
