Is the prepare still greyed out?

After activating the prepare you can activate all the other cheats.
The prepare auto activates as soon as I run the game, but all the other options stay greyed out, this is super frustrating and the only game I've run into this issue with. >.< My numpad is on, running all as admin, I don't know why I can't activate the cheats, I even unplugged my controller in case it was due to that but still nothing.
