Cannot activate cheats or prepare

I followed the directions. I loaded my save game, prepare, go to front office - finances, and attempt activating budget cheats. Nothing. My version is correct, Steam. I have tried playing game from Plitch, and from Steam, both times prepare and cheats do not activate.

I believe this version is out of date. Steam version is 22.6.56
