Are you playing DX11?
Steam or Epic?
Is the prepare greyed out?
Is your numpad turned on?

Experiencing the same issue. 
On Epic, DX11 is active, prepare is not grayed out, but not able to initiate it. Using an 85% keyboard, so no numpad and changed the key-map, and still nothing.  😓
