Are you playing the small or large campaign?
Did you activate the prepare AFTER loading into your savegame?
Are you using mods?
Do you own a legit copy of the game via steam?

Were you able to activate the prepare?
Did you activate the prepare AFTER loading into your savegame?

I activate prepare after loading my game. mostly everything else works except for the population cheats, heal army, damage ai army, and as mentioned the money cheat
