please try to start both PLITCH and Steam as an administrator and make sure to start the game via the "PLAY" button in PLITCH.
After you loaded into your savegame (and activated the "Prepare" ;) ), gain some of the resource and activate the cheat. Now gain some of the resource again so the value can update. I can also recommend that you try to activate it in the inventory/menu where you can see the resource.
