When making cheats for a game, do you have to play the games to know what type of cheats to make?

sure, without playing the games, we cannot create cheats for technical reasons as well as game play reasons... for a shooter we probably don't need to play the game to have ideas for the cheats, but we've to play it to find values and analyse the games memory... for other games, especially indie games with own/new game mechanics, we've to play and understand the games first before we've the ideas for the cheats... however, we only have a limited time for each game to play and create the cheats, so we cannot play the whole game only a few hours at maximum

It also involves the complexity of the 'said-game'. I personally know some games are so hard coded that it's very hard to manipulate.
