It does not work to activate cheats. i used the folder of the executable but nothing happends when i press play

You need to go to your installation folder and select this exe "TestDriveUnlimited.exe"
You can also start the game manually instead of using the play button. The button has nothing to do with the cheats... it only starts the game.
