How to activate cheats ? I have installed Plitch, registered and logged in and I started game from it. For free cheats given codes are NUM 0, NUM 3 and NUM 4. But nothing happens to parameters when I use the, only slighy ecplosion sound heard.

Restarted and NUM 3 and NUM 4 work now. What should NUM 0 "Prepare" make ?

The cheat prepares other cheats... for example the command points and prestige ones.
Not every cheat needs a prepare... just some of them.
