Did you follow the steps in the cheatdescription and activated the prepare AFTER loading into your savegame?
Were you able to activate the prepare?

it wont work for me either and I followed all the steps, all I can use is the fuel cheat

What isn't working for you?
Did you activate the prepare AFTER loading into your savegame?
Did you spend some money BEFORE and AFTER activating the cheat?
