Instant research now affecting NPC factions

Hey Syntax Attack,

did you activate all the cheats AFTER loading into your savegame? and did you launch Plitch and Steam with adminrights?

I will start a new save game and test.

Yes I tested and confirmed with a new save game (no mods), starting both steam and Plitch as admin and only starting the cheats after being loaded into my game, that the instant research is being applied to all factions now. This did not use to be the case.
