issue perk point

I have a question or maybe a request. I upgraded my character in game to level 20 however the concurring perk points I should get haven't added up for some reason. According to the game I should get them at level 4,8,12,16,20 I believe. Can we bypass this system bij adding a cheat option to add perk points (unlimited perk points).
