I'm trying to add more items but it wont let me activate it in the inventory menu, sell menu, or load out menu.

You have to activate the cheat within your pouch and not the box.

Dont have the item box open when you use it and have the item highlighted with your mouse or controller when you use the cheat. it will set the item number to whatever you have it at (99 is the max)
