Did you activate the prepare AFTER loading into your savegame?
Are you playing a beta/experimental version of the game?
Did you open the government screen where you can see your population growth, activate the cheat, close and reopen the screen?

yup i have activated the trainer, all the fuction work fine for now only "add 10% population"

yup i have activated the trainer, all the fuction work fine for now only "add 10% population"
