Did you activate the cheat only 1 time? Or did you hold down the button for a while?
Did you activate the prepare after loading into your savegame?

I only hit it once and yes I was loaded into my save before prepare.

Have you checked your gamefiles for errors?
If you checked it at game start, you wont have the issue, it works normally in the start. The issue only starts after the barracks quest, where you build beds and lockers. After you complete the quest, if you activate the cheat, it then glitches the game.
