Hiya,

I've tested the cheat and could not find any issues: https://gyazo.com/d5c20ac5f04076fcc4b8eb8b9fb9e3fe
Can you try earning some money, or opening the finance tab or spending some money before activating the cheat?
If it still doesnt work then please try verifying your games files on steam
Right click the game on steam -> Properties -> Local Files -> Verify integrity of games files
