Using the unlimited battle items cheat set everything to 99. This wouldn't be a problem because you can sell or toss most items but cosmetics are counted as items too. Once the cheat is used you have 99 of the same comestic items in your inventory, meaning the game won't let you change comestics anymore because there's no slot for you to unequip your current cosmetic item.
Unfortunately there's no way to get rid of comestic items in the game so now my party is stuck with some silly outfits forever haha.
