I'm not sure why you have a newer version. Can you try the following
- Go to the settings of the game and opt out of any Beta's in the "Betas" Tab (select "None" in the dropdown menu)
- Compare your App ID and Build ID with these https://gyazo.com/b8eb659774b77bd755d84ba092193917
- Verify your game files on steam
