Prepare works, but no cheats

So using the build playing on steam. Prepare activates and gives the activation sound, but none of the cheats will activate. Not grayed out, just won't work. Click on them and nothing happens.

Annnnnnd suddenly the situation resolves itself. Don't know what happened, but now they work.
