did you launch Plitch and Steam with adminrights?
Which exact cheat are you trying to use that is not working?

Your cheat name for it is "Infinite PSI"
In-game, this refers to the unit ability Psychic Abilities that can be accessed from the menu that floats around the unit when selected. This only pertains to the "librarian" unit.
In the unit portrait below (unlike other characters) the Librarian has a second number in Blue. This is the amount of Psychic points that are left to spend. To the left of that is the Action points which all characters have.
Additional notes:
- I believe this worked when the default Psychic abilities were assigned. Once your Librarian levels, it can get more and better powers. Once I improved and increased, the cheat stopped working.
- Different Space Marines have different powers. To most closely test this item - the UltraMarines chapter should be selected.
- Other cheats - 3 of them are working still. But not this one.

Can you maybe send us your savegame?
You should be able to find it here
%APPDATA%\Full Control\SpaceHulkAscension\
then you can open up a support ticket and attach a zip folder
