Are you playing the beta/experimental version of the game?
Did you activate the prepare AFTER loading into your savegame?
Did you gain some xp before and after using the cheat?

after loaded savegame.
Yes, my character is already lvl 12...

It should work with older characters, too. Did you level up regularly ingame after activating the cheat?
