skill points not working

I cant seem to add skill points. I followed all the steps correctly many times but its not working. I go the table, skill tab, i activate the skill cheat and then I press +1 skill point button and nothing happens. it doesnt even turn green.

Do you own any of the DLC's?
Were you able to activate the prepare?
