Are you running both PLITCH and Steam as an Administrator? Did you follow the hint attached to the Prepare cheat: "With activated prepare you have to open the character screen and the inventory once. Value changes for the stats only take effect when they are refreshed by the game, e.g. when you spend a skillpoint"?
