please make sure that you run both PLITCH and the platform you are playing on as an administrator. On which platform do you play (Steam, MS-Store...)?
Did you disable the "No room disaster" cheat before assigning dwellers?

I've inspected the code again and I found out that if you pick a legendary or rare rarity dweller, it will select existing characters (for example Preston Garvey from fallout 4), and the gender will again be randomized.
I've updated the description for the cheat, sorry I didn't notice this immediately. Tip: you can pick normal rarity and upgrade the dwellers with the max stats cheat :)
