So here I am playing with all the cheats active, and yet my people are still dying. This is unfortunate because i literally can't make two steps without losing yet the key to their salvation is literally right in front of them.

Heya! Did you make sure to run both PLITCH and the game as an administrator? Did you select the correct trainer version in PLITCH?
