Yes I am running Plitch with Admin.
Yes other games activations work that I am aware of. Only 1 of the cheats work except for Activate.

Have you tried verifying your gamefiles in Steam? You can do this by right-clicking on the game in your Steam library, selecting 'Properties' -> 'Installed Files' -> 'Verify integrity of game files'.
