You have to wait a bit longer for the prepare to activate.

Hi not OP but none of the resources fire for me. I can set minimum water and hegemony for example but the resources like money, plascrete etc don't fire at all.

Hi! Did you make sure to receive some of the resources before trying to use the cheats?
