Why doesn't Cheat work in Skirmish? Play against AI.

Try using cheat in a Skirmish match against an AI but the cheat doesn't work. The game is private and only vs AI

Whenever we make cheats, we do that in the campaign... that could be the reason why it's not working in skirmish mode :/
Is skirmish serverbased?
