Just tested it and it is working fine. There are some hard caps from the game itself.
You can't straight level up from 1 to max.

Just tested it and it is working fine. There are some hard caps from the game itself.
You can't straight level up from 1 to max.

That you have to decide for yourself.
All cheats should be enabled in a mission and deactivated (except "Prepare")  at the end.
