    You have to right-click the portrait of the character on whom you want to declare war, click “declare war”, and then choose your Casus Belli.

  • Join the war of another ruler
    If your ally or liege is at war you can click the icon, right-click the portrait of your ally or liege and then you should see a Diplomacy section where you can offer to join the war.
